(hereinafter referred to as "the company") is a key high-tech enterprise of the national Torch Program specializing in the R & D, production and sales of smart cards and related equipment. It is a state-owned holding smart card manufacturer and system integrator. The company's products mainly include four product series: cards, read-write terminals, application tools and system integration. Card products are the company's current leading products, including contact smart cards, non-contact smart cards, dual interface cards, magnetic stripe cards and scratch cards. The company needs to purchase one module initialization equipment, and now it is bidding for this project to manufacturers in relevant industries at home and abroad.

6、 Contents of bidding documents the bidding documents shall be prepared by the bidding enterprise itself, but shall at least include the following contents:
1. Basic information of the enterprise (customer, technology, quality, safety, service guarantee, etc.);
2. Relevant documents of enterprise qualification certificates;
3. The balance sheet, profit and loss statement and operating conditions (including sales) of the enterprise in recent three years (2019 to 2021);
4. Bank credit certificate;
5. According to the company's procurement requirements, please carefully fill in the corresponding attachment forms according to the following contents:
(1) Module initialization equipment model, appearance picture, configuration details (standard, optional and complimentary), performance parameters, list of common spare parts, delivery date, payment terms, consumables cost, preferential terms for spare parts, warranty period, after-sales service fee standard, etc.
2) Bid price: including itemized quotation of equipment component modules and total warranty price of the overall equipment, payment terms, delivery date, etc.
(3) Market share of module initialization equipment; Customer sales list; And provide user use reports and cases.  
(4) After sales service and technical support scheme of module initialization equipment. (including contents, time period and charging standard of module initialization equipment maintenance);
(5) Company qualification profile;
(6) Bidding module initialization equipment video introduction document.
(7) The tender document must specify the software and hardware extensibility content, interface opening, operating system version, etc. of the module initialization equipment.
Note: all the above attachment forms and bidding equipment videos should be sent to the bidding place together with the bid in the form of USB flash disk.  
7、 Bidding time and bid evaluation items
1. Release time: May 13, 2022
Deadline: the deadline for submission of tender documents shall be from the date of publication of this bidding announcement to 09:00 on May 23, 2022. The company reserves the right to reject or treat as a waiver of the bidder's bid.
2. The bid evaluation shall adhere to the principles of fairness, impartiality and openness. The members of the bid evaluation team shall be composed of personnel from the finance, procurement, internal audit, production and other departments of the company to ensure the smooth and effective progress of the bidding work.
3. The bid evaluation standard of the project (the scoring standard is determined according to the bidder's qualification, price, service, technology and other parameters) adopts the comprehensive evaluation principle of technical score and commercial score, in which the technical score accounts for 50% and the commercial score accounts for 50%.

9、 Submission of tender and electronic tender
1. The bid can be sent by express mail or directly, but the bid must be sealed completely, otherwise the company has the right to reject it.
2. The technical bid and the commercial bid shall be sealed and marked separately. The attachment "technical response document of module initialization equipment" shall be carefully filled in according to the actual situation and then put into the technical bid.
3. The electronic version of technical bid and commercial bid (with electronic seal in word document format) can be sent by attached USB flash disk or CD together with one original and one copy of the bid as well as the attachment form.
