(hereinafter referred to as the company) is a key high-tech enterprise of the National Torch Program specializing in the research, development, production and sales of smart cards and related equipment. It is a state-owned smart card manufacturer and system integrator. The company's products mainly include four major product series, including cards, reading and writing terminals, application tools and system integration. Card products are the company's current leading products, including contact smart cards, contactless smart cards, and dual-interface cards. , magnetic stripe cards and scratch cards. The company adopts card-making technology that conforms to international standards, and produces various high-quality smart card products that conform to international, domestic and industry standards. 2. Purpose of Bidding

The company needs to purchase firewalls and online behavior management, including: 1 firewall (including five-year hardware warranty and software upgrades), 1 Internet behavior management (including five-year warranty and upgrades). This project is now open for bidding to various firewall manufacturers/agents at home and abroad.

6. Contents of Bidding Documents

The bidding documents shall be prepared by the bidding enterprise itself, but shall at least include the following contents:

1. Introduction to the basic situation of the enterprise (customers, technology, quality, safety, service guarantee, fixed assets for guarantee, etc.);

2. Relevant documents of enterprise qualification certification, integrators/agents with experience in firewall and related software sales and service provide relevant certification materials;

3. The company's balance sheet, profit and loss statement and operating conditions (including sales) in the past three years (2018 to 2020); bank credit certificate.

4. According to the bidding requirements of this project, please fill in the corresponding attachment form carefully according to the following contents:

(1) Market share, after-sales service content, and after-sales service standards for firewalls and Internet behavior management.

(2) Bid price: including specific configuration list and payment terms, tax composition, delivery time, value-added tax, extended warranty annual fee, payment ratio, etc.

(3) Firewall and software customer sales list; if conditaions permit, provide firewall and software cases and customer acceptance reports.

(4) Overview of the company's qualifications.

5. Provide the original factory/brand authorization letter and the original factory/brand after-sales service commitment letter, copy and stamp with the official seal.

6. The technical standard consists of two parts:

(1) Firewall and Internet behavior management brand model, configuration list and parameter introduction.

(2) Technical response document: Technical requirements for firewall and Internet behavior management (response document)

7. The bidding document is sealed in two parts: (1) The above-mentioned Nos. 1 to 5 are a sealed document (commercial bid); (2) Point 6 is the second sealed document (technical bid). and marked on the package.

Note: All the above attached forms and bidding equipment videos should be sent to the bidding site together with the bidding documents in the form of a USB flash drive.

7. Bidding time and bid evaluation matters

1. Release time: September 18, 2021

Deadline: The deadline for submitting bidding documents is from the date of publication of this bidding announcement to 10:00 on September 29, 2021. The company has the right to reject or deem bidders to abstain from bidding for overdue submission of bids.

2. The bid evaluation adheres to the principles of fairness, impartiality and openness. The members of the bid evaluation team are composed of personnel from our company's finance, procurement, internal audit, production and other departments to ensure the smooth and effective progress of the bidding work.

3. The evaluation criteria of the project (the evaluation criteria are determined according to the bidder's qualification, price, service, technology and other parameters).
